Mustafa Berrashed is a senior human resources professional with over ten years of experience in public sector organizations and executive-level HR leadership. He holds a Master of Business Administration from Niagara University and a Bachelor’s degree in Business Administration from Tripoli University. Mustafa has served as Senior HR Consultant and Team Lead within the Office of the CEO at Libya’s Administrative Control Authority, contributing to strategic workforce planning, HR policy reform, organizational design, and executive decision-making.

His expertise includes strategic talent management, employee relations, performance management, compliance, and organizational development, with a focus on aligning HR strategies with organizational objectives. He has also completed professional certifications in digital finance, risk management, and team performance management.

As a Doctor of Business Administration (DBA) candidate at Royal Roads University, Mustafa’s research focuses on Strategic Talent Management for the Development of Ambidextrous Teams in Public Sector Organizations, exploring how HR practices can simultaneously support operational efficiency and innovation in complex public sector environments.
